OPENING REMARKS

The power of finance to create the future, from Tokyo.

Hiroshi Nakaso

Tokyo International Financial City Initiative
(FinCity.Tokyo)
Chairman Hiroshi Nakaso

The intensification of climate change, increasing uncertainty from political developments and geopolitical risks in various countries, and rapid changes in economic structures. The environment surrounding us is now at a major turning point. In this era of uncertainty, the "power of finance" that supports the sustainability of society and the economy bears the responsibility to meet even greater expectations than before.

The Tokyo International Financial City Initiative (FinCity.Tokyo) is Japan's first financial promotion organization, aiming to enhance Tokyo's appeal as a financial market and become one of the world's leading international financial cities. Since its establishment in 2019, we have conducted promotional activities in major financial cities across North America, Asia-Pacific, and Europe, while building public-private partnerships and policy recommendations to advance sustainable finance.

In recent years, the environment surrounding ESG and sustainable finance has become complex, with different approaches observed across countries worldwide. While anti-ESG movements are spreading, the importance of sustainable finance remains unwavering from the perspective of addressing climate change risks and responsibilities to future generations. Rather, it is required to further strengthen its centripetal force. Particularly in the Asian region, the importance of "transition finance" - funding aligned with the region's specific approach to gradual decarbonization - is increasing, and Japan is striving to strengthen its presence as a central player in this field.

Against this backdrop, the Japanese government has positioned the steady promotion of GX as one of its major policies, and in the financial sector has successively launched initiatives such as the "Asset Management Nation Realization Plan" and "Asset Management Special Zone," with Tokyo being selected as a special zone in 2024. We consider it extremely meaningful that Tokyo has begun to earnestly walk the path toward becoming Asia's sustainable finance hub. FinCity.Tokyo will also strengthen cooperation with diverse stakeholders both domestically and internationally, so that Tokyo's financial functions can fulfill their role as a financial center that contributes to solving social issues.

"Tokyo Sustainable Finance Week (TSFW)" is a special week held once a year to demonstrate Tokyo's vision to the world. Since last year, we have also collaborated with Japan Weeks, hosting not only forums where domestic and international financial institutions and experts gather, but also seminars for mid-sized and small enterprises as well as the general public. Through dialogue with participants from diverse backgrounds, we will pioneer the future of sustainable finance from Tokyo.

We hope that TSFW will serve as a bridge between the world and Tokyo, becoming a place where we can together create new financial possibilities. We sincerely look forward to your participation.
